Over recent decades, we have become increasingly skilled at designing services, measuring outputs and managing risk. Yet we have become less certain about how to create places in which people feel that they belong.

Technical systems can deliver services, allocate resources and address particular problems. They are less able to create the levels of communication which shape meaning, trust, confidence, belonging and hope.
