Toc H Eveswell Community Centre

Eveswell Community centre is seeking quotations from qualified architectural and construction professionals for the redevelopment of our community centre. This project aims to create a sustainable, accessible, and welcoming space for the local community. The scope of work will cover RIBA Stages 3–7, from developed design through to project completion. Specification to RIBA stage 2 is attached below.

Project Overview

 

  • Client: Toc H Eveswell.

  • Location: Eveswell Community Centre, Eveswell St, Newport. NP19 8EP

  • Project Budget: £300,000

  • Project Time Line: Proposed start 1. April 2025 and Completion date not later than 30th November 2025.

Key Objectives

​

  • Upgrade facilities to meet current and future community needs  

  • Improve accessibility and sustainability 

  • Enhance energy efficiency and safety

  • Ensure cost-effective and timely delivery

 

Scope of Work 

 

RIBA Stage 3 – Developed Design

  • Finalisation of design incorporating planning conditions and stakeholder feedback

  • Coordination with structural, M&E, and other specialist consultants

  • Preparation of detailed cost estimates and value engineering

  • Submission of updated planning applications (if required)

RIBA Stage 4 – Technical Design

  • Development of full construction drawings and specifications

  • Coordination of statutory approvals (Building Regulations, Fire Strategy, etc.)

  • Production of tender documentation for contractor selection 

RIBA Stage 5 – Construction

  • Contract administration and site inspections

  • Design queries resolution and variations management

  • Quality control and compliance with specifications 

RIBA Stage 6 – Handover and Close-Out

  • Commissioning and snagging resolution

  • Handover of O&M manuals and as-built drawings

  • Training for centre management on new systems 

RIBA Stage 7 – In Use

  • Post-occupancy evaluation

  • Rectification of defects during the defects liability period

  • Performance monitoring and sustainability assessment

 

Requirements for Quotation Submission

 

Interested parties should  submit a detailed quotation including:

1.           Company Details: Name, address, contact details, and relevant experience.

2.          Approach and Methodology: How the work will be delivered for each stage.

3.           Team Structure: Key personnel, qualifications, and roles.

4.          Project Experience: Examples of similar community or public sector projects.

5.           Fees and Costs: Breakdown of costs for each RIBA stage, including any additional expenses.

6.          Programme and Timeline: Estimated timescales for delivery of each stage.

7.           Compliance and Insurance: Evidence of professional indemnity and public liability insurance.

 

Evaluation Criteria

  • Experience & Track Record (30%) – Demonstrated expertise in similar projects.

  • Approach & Methodology (25%) – Quality and feasibility of proposed approach.

  • Cost (20%) – Value for money and clarity of fee structure.

  • Programme & Deliverability (15%) – Ability to meet timelines effectively.

  • Social Value & Sustainability (10%) – Contribution to local economic and environmental goals.

Additional Information

 

  • Site Visits can be arranged upon request

  • The appointed consultant will be expected to workload closely with the client team and key stakeholders

  • Any deviations from the outlined scope should be clearly stated in submissions.
